Ronna Rowe Garrett is YRCI’s Vice President of Strategy and Client Development. She is focused on client relationship management, growth strategy, marketing, and business development for professional services offerings in Acquisition, Financial Management, and Human Capital. Ronna serves on numerous boards and participates in thought leadership discussions across government and private industry, offering expertise and innovative ideas in government reform, shared services, and human capital. Ronna is a member of the Shared Services Leadership Coalition, and currently serves as the Vice Industry Chair, Evolving the Workforce for the American Council for Technology (ACT) and Industry Advisory Council (IAC).

Ronna is a tri-sector leader, having led teams as an Executive in nonprofit, private, and public industries. In 2019, Ronna retired as a Senior Executive Service member, assigned as the Department of Defense, Deputy Chief Human Capital Officer, and joined YRCI in 2020. She has led cross-agency teams in working on the President’s Management Agenda; her work as a Human Capital Executive and Business Strategist has focused on business transformation initiatives. These initiatives have resulted in multi-million dollar savings, modernization of technology advancing human resource operations and human capital reform driving government workforce policy. Ronna has led teams of Human Capital and Business Transformation Executives across 34 functional occupations in the development of a five-year Strategic Human Capital Plan delivered to Capitol Hill setting the stage for congressional mandates making positive impacts on multi-year resourcing for hiring, retention, training, and future of work. Ronna is passionate about government reform, people, and culture. Her work has shifted workplace cultures, made impactful business improvement efficiencies, and effected change in human capital policy and human resource operations.
