David Spinale is YRCI’s AVP for Government Client Services and Talent. He provides leadership and management for the Program Management and Recruiting teams and is a Client Executive focused on delivery excellence across all lines of business. Dave served previously at the U.S. Office of Personnel Management (OPM) as an SES leader including as Executive Director of the Human Capital Data Management and Modernization Directorate and of the Human Resources Line of Business. He has 25 years of federal and private sector leadership and management experience. He has led large-scale government programs and worked with multiple federal agencies (DHS, OPM, State, USDA) to design, launch, and assess human capital strategy, change management, strategic planning, data culture, people analytics, organizational transformation, and operational improvement initiatives. He has guided organizations and teams successfully through crises with an ability to manage complex challenges, develop innovative solutions, leverage data, and lead people with confidence and good humor. Outside of government, he has experience in the international financial services arena and has conducted business across five continents. David is committed to client satisfaction and delivering impactful results.
