YRCI Announces Strategic Leadership Appointments Entering 2026 Fiscal Year

RESTON, Va – November 10, 2025 – YRCI, a leading provider of federal human capital solutions, is strengthening its leadership team with three strategic appointments to enhance operations and deepen client relationships. YRCI has appointed Ronna Rowe Garrett as Senior Vice President of Client Relations and Strategy, David Spinale as Senior Vice President of Operations, and welcomed Max Wyche as Director of Human Capital Business Development & Client Engagement.

With over three decades of federal experience, Garrett will spearhead YRCI’s growth strategy and client development. Garrett’s distinguished career includes leading human capital management policy and operations for a 750,000-strong civilian workforce as a Senior Executive Service (SES) for the Department of Defense (DoD). Her extensive background in both public and private sectors will be instrumental in aligning YRCI’s services with client needs and building a proactive, responsive partnership model. “I have seen firsthand the value of building genuine partnerships in the federal government,” said Garrett. “These collaborations are fundamental to fostering innovation and optimizing service delivery. Spinale brings three decades of expertise in operations management and a proven track record of driving efficiency in complex organizations. His notable career includes serving as an SES leader at the U.S. Office of Personnel Management (OPM), where he guided human capital management, data, and modernization initiatives, and oversaw the federal Human Resources Line of Business (HRLOB). In his new role, Spinale will assume leadership for YRCI’s critical operations, including the Human Resources Remote Operating Center (HRROC) and YRCI University (YRCI-U).
