What is HCaTS?
The Human Capital and Training Solutions (HCaTS) contracts are the result of a partnership between the Office of Personnel Management (OPM) and the General Services Administration (GSA). These Best-in-Class contracts are strategically sourced, indefinite-delivery indefinite-quantity (IDIQ), government-wide vehicles that provide human capital solutions and customized training services to all federal agencies, Civilian and DoD. The HCaTS vehicle provides access to pre-vetted, reliable, flexible and streamlined best value solutions for complex federal human capital and training requirements.
