Position Classification Services

  • Perform classification analyses, desk audits, and review position duties to prepare and revise Position Descriptions (PDs), evaluation statements, and related advice.
  • Analyze and propose updates to outdated classification standards, including preparing formal requests to the OPM.
  • Facilitate focus groups to assess classification standards, document impacts on operations, and recommend changes based on the OPM rules and regulations.

Recruitment & Staffing Services

  • Collaborate with SMEs and hiring managers to create job analyses, assessments, and vacancy announcements using USA Staffing Upgrade.
  • Review candidate qualifications, apply preferences, and produce certificates of eligible candidates.
  • Support recruitment processes, including strategic meetings, applicant reviews, and maintaining complete hiring documentation.

Onboarding Support

  • Extend employment offers and draft tentative and final offer letters in line with the Office of Personnel Management (OPM) compensation policies.
  • Process employment records per the OPM guidelines.
  • Use HRIS and USA Staffing systems for onboarding and reporting purposes.

Labor Employee Relations

  • Provide expert Employee Relations (ER) and Labor Relations (LR) services, including guidance on disciplinary actions, labor agreements, grievances, and compliance with laws, regulations, and policies.
  • Advise and support management on union and employee rights, performance management, mediation, arbitration decisions, and developing solutions for complex labor-related issues.
  • Conduct training on discipline, labor policy, and rights while preparing reports, analyzing programs, and addressing inquiries from unions, employees, and other stakeholders.

Benefits & Retirement

  • Provide counseling and assistance with retirement planning, benefits, and required paperwork.
  • Facilitate retirement planning sessions, benefits presentations, and workforce restructuring support (e.g., VERA/VSIP, RIF).

  • Process and code payroll and personnel actions, including onboarding, pay adjustments, benefits, and error corrections.
  • Conduct quality control reviews, analyze timeliness and accuracy, and resolve processing issues in collaboration with HR specialists and managers.
  • Provide guidance on payroll issues, perform historical action reviews, and calculate over- or under-payments while ensuring accurate updates.

Personnel Security Services

  • Manage investigative packages, background investigation processes, and fingerprint requests while ensuring compliance with the OPM guidelines for higher-level investigations.
  • Prepare administrative directive (AD) requests for reciprocity, public trust, and national security investigations, ensuring alignment with national security standards.
  • Analyze relevant information using the Code of Federal Regulations (CFR) and the OPM adjudicative guidelines to assess both favorable and unfavorable data.
